WHO should complete dogman / dogging training?

WAM Training recommends that individuals should hold a Licence to Perform High Risk Work (Dogging Class) if they exercise judgement when:

  • Selecting lifting equipment
  • Inspecting lifting equipment (i.e. prior to use)
  • Deciding on slinging methods
  • Directing crane operators (when loads are out of view)

Additional Entry Requirements:

  • Applicants must be a minimum of 18 years of age
  • Applicants must satisfy the Language, Literacy and Numeracy requirements as outlined below
  • Experience working around plant/machinery is preferred but not mandatory

WHY do you need dogman / dogging training?

The Law:
Section 21 of the OHS Act 2004 (Vic.) requires that employers provide an adequate level of information, instruction, training and supervision to employees to enable them to work safely.

Furthermore, Part 3.6 and Schedule 3 of the OHS Regulations 2017 (Vic.) identify Dogging as a High Risk Work, confirming the requirement to hold an appropriate High Risk Work licence.

Dogging Definition:
“ one or both of the following — (a) the application of slinging techniques, including the selection or inspection of lifting gear, to sling a load; (b) the directing of a crane or hoist operator in the movement of a load when the load is out of the operator’s view”

Slinging techniques definition:
“slinging techniques means those slinging techniques that require the exercise of judgment in relation to the suitability and condition of lifting gear, and the method of slinging, by consideration of the nature of the load, its mass and its centre of gravity”

WHAT is covered in dogman / dogging training?

This course provides trainees with information, instruction and training about planning for dogging tasks, including: selecting & inspecting slings, preparation of loads, slinging methods and directing a crane operator.
This will help you or your employees to understand:

  • The correct way to perform slinging techniques,
  • How to select and inspect the appropriate lifting gear, and
  • The directing of a crane operator in the movement of loads

  • Upon successful completion, individuals are required to apply for a Licence to Perform High Risk Work at Australia Post, at a cost of $65.00 per licence category

  • Monday 30th Sept to Friday 4th October 2019.
  • Monday 14th to Friday 18th October 2019.
  • Monday 21st to Friday 25th October 2019.
  • Monday 28th Oct to Friday 1st Nov 2019.

  • Monday 25th to Friday 29th November 2019.
  • Monday 9th to Friday 13th December 2019.
  • Monday 16th to Friday 20th December 2019.
  • Monday 6th to Friday 10th January 2020. 
  • Monday 20th to Friday 24th January 2020.

Registration Rules:

  • WorkSafe Victoria requires that we notify it a minimum of 72 hours prior to conducting assessments
  • Once notification has been made, no substituting of attendees is allowed
  • Registration cut-off occurs at Friday 4:00pm the week prior to course commencement

Trainees will be assessed according to the Endorsed Assessment Instrument approved by Safe Work Australia and WorkSafe Victoria, which includes:

Knowledge Assessment:        

71 short answer questions

Assignment Assessment:

6 formula-based maths questions involving the calculation of lifting capacities

Practical Assessment:

Demonstration of the correct selection and inspection of lifting equipment, slinging of loads, and directing of a slewing crane to shift 5 loads. You will also be assessed on your ability to use verbal, hand and whistle signals, as well as the use of 3 knots and hitches


Once competence is achieved, trainees will receive a Statement of Attainment and a Notice of Assessment which may then be used to apply for a Licence to Perform High Risk Work – Class DG.

Language, Literacy & Numeracy:

Trainees need to be able to demonstrate the knowledge and skills required to work by themselves and as part of a team with some accountability of their own work areas in defined and routine tasks. Trainees must be able to utilise workplace documentation using basic written English, with limited guidance. The ‘Knowledge Assessment’ may be conducted orally if required. The ‘Assignment Assessment’ must be conducted in writing and requires the use of a calculator, formulas and factors to decide on lifting capacities. All assessments are closed-book, and must be conducted in English – engaging an interpreter is not allowed.

Health note:

The training and assessment includes working at heights and will involve bending, crawling, and light to medium lifting. Please refer to ‘Trainee Health Form’ for further advice.



The Worksafe approved dogging course is conducted at WAM Training’s Laverton North Industrial Training facility. The course duration is 5 days.

The Dogging course will guide you through the outcomes required for you to perform slinging techniques, including the selection and inspection of lifting gear and/or the directing of the crane operator in the movement of the load when the load is out of view of the crane/ operator.

During the booking process we will provide you with a study guide, which must be studied prior to attending the 5 day course. Knowledge of the information contained in the study guide is required prior to attending the training course.

Once competence is achieved, trainees will receive a Statement of Attainment and a Worksafe Notice of Assessment which each you must personally lodge at an Australia Post office within 60 days for you to be registered with Worksafe and production of your High Risk licence.
The training and assessment will involve working around heavy machinery, bending, crawling, and light to medium lifting.
The Knowledge assessment may be conducted verbally.
The mathematics Assignment must be conducted in writing and involves basic and intermediate mathematic tequniques.
All assessments are closed-book, and must be conducted in English – engaging an interpreter is not allowed.
