This Boom Lift Licence Course is suitable for anyone who needs to operate a boom lift that can reach above 11 meters.
Why complete this Boom Lift Licence Course?
Section 21 of the Occupational Health and Safety Act 2004 (Vic.) requires that employers provide an adequate level of information, instruction, training and supervision to employees to enable them to work safely. Furthermore, Part 3.6 and Schedule 3 of the Occupational Health and Safety Regulations 2017 (Vic.) outlines the requirement to hold a High Risk Work Licence if operating boom lifts with a capacity of greater than 11 metres.

Course Details
Language, Literacy and Numeracy Requirements
For the boom Lift Licence Course, trainees must have adequate English language skills to safely complete tasks relating to boom lift operation, such as being able to:
- Read and correctly interpret safe work method statements, boom lift operation manuals and compliance plates
- Complete paperwork such as risk assessments and logbook entries
- Find the total weight of people, tools and materials being lifted
- Speak English clearly

What is the Boom Lift Licence Course outcome?
Upon successful completion, trainees will be issued with a WorkSafe Notice of Assessment (which can then be used to apply for a High Risk Work Licence via the myWorkSafe Portal) and a Statement of Attainment.
Additional Boom Lift Licence Course Information
- A maximum of 5 trainees can attend this course
- Trainees should wear safety shoes (and hi-vis clothing if they can)
- This course is delivered over 2 days face-to-face with a blend of classroom-based and practical activities
- A Pre-Course Worksheet will be provided which must be completed prior to the course
- For identification, trainees should bring a driver’s licence or passport
What does the Boom Lift Licence Course assessment involve?
Informal Assessment (Formative Assessment)
WorkSafe Victoria requires Trainees to complete informal (formative) assessments before they are allowed to sit the formal (summative) assessments. That is to say that our Trainers need to have determined that the Trainee is ‘ready’ to sit the licence tests. We do this using three worksheets which must be correctly completed prior to the licence tests. If the worksheets aren’t completed correctly (I.e. the Trainer determines that the Trainee isn’t ready for the licence tests), then the formal (summative) assessments will need to be postponed. In some cases, this will attract additional charges – Therefore, thorough preparation prior to course commencement is critical.
Formal (Summative) Assessment
Trainees will then be formally assessed in three stages:
- Theory Assessment (64 short-answer questions)
- Maths Assessment (3 maths questions involving calculating load weights and comparing to a boom lift compliance plate)
- Practical Assessment (Hazard identification, safety checks, operating, elevating and shutting down)
The formal assessments for the Boom lift Licence Course are closed-book and no notes are permitted to be used. Also, if a Trainee is unable to complete the worksheets, additional one-on-one training may be required and can be provided as indicated below. Verbal assessments may be conducted for the Theory Assessment only. If required, verbal assessments may be postponed to a mutually agreeable date and time as they must be conducted one-on-one.
Re-Assessment
In the event that re-assessment is required, the following rates apply:
- Theory – $100
- Maths – $75
- Practical – $150
- Practical Training – $150 per hour if required

What type of machine does this apply to?
Boom-type elevating work platforms with a boom length of 11m or greater.
What if I’m only using the boomlift at a height less than 11m?
It doesn’t matter, it is about the machine’s maximum height rather than the height the machine is to be used at.
Do I need to complete Working Safely at Heights training?
Australian Standard 1891.4 Industrial fall-arrest systems and devices requires that anyone performing harness-based work undergoes Nationally Accredited height safety training. It’s not a course pre-requisite, but we strongly recommend you complete this course as well to be completely compliant.

Can I operate a scissor lift on a WP Licence?
No, the WP licence class covers boom-type elevating work platforms only. This may include:
- Self-propelled boomlifts (where the operator can move the base of the machine from the basket)
- Trailer-mounted boomlifts
- Truck-mounted boomlifts

I don't live in Victoria - Why can't I enrol into this course?
If you complete this course but you do not live in Victoria, WorkSafe Victoria may refuse to grant your High Risk Work Licence (even if you’ve passed the course).
What if I don't complete my homework?
Trainees who haven’t completed their compulsory homework will not be permitted to attend the course and their course fees will be forfeited.
