Overview

This course is suitable for anyone wanting to become a Certified Electrical Spotter (registered with EnergySafe Victoria). Certified Electrical Spotters are authorised to observe the safe operation of mobile plant in close proximity to powerlines in accordance with the No Go Zone Framework.

Why complete this Electrical Spotter Course?

Section 21 of the Occupational Health and Safety Act 2004 (Vic.) requires that employers provide an adequate level of information, instruction, training and supervision to employees to enable them to work safely. WorkSafe Victoria’s publication ‘Framework for Undertaking Work Near Overhead and Underground Assets’ (commonly known as the ‘No Go Zone Framework’) clearly outlines the requirement of trained electrical spotters as one of a suite of control measures.

  • Experience working around plant/machinery is preferred

Course Details

The unit HLTAID011 Provide first aid is required for course completion, but is not covered on the day of the course. Therefore, Applicants must meet the requirements of the unit by Credit Transfer (CT). To apply for Credit Transfer, Applicants must bring an original (or certified copy of) a Statement of Attainment for HLTAID011 Provide first aid to the course.

Only applicants who are registered as a Certified Electrical Spotter with EnergySafe Victoria may perform the work of an Electrical Spotter. To be registered, applicants also require at least 1 of the following:

  • To be registered to be an Electrical Spotter for an item of plant where no High Risk Licence class applies (I.e. excavator, scissor lift, etc.), applicants must provide Proof of Competency (such as a Plant Operator Card) in the operation of such plant (issued by an RTO)
  • To be registered to be an Electrical Spotter for an item of plant where a High Risk Licence class applies (I.e. forklift, slewing mobile crane, over 11m capacity boom lift), applicants must provide a current Licence to Perform High Risk Work for an item of plant
  • To be registered to be an Electrical Spotter for tip trucks, applicants must provide a Light Rigid class Heavy Vehicle Licence or greater
  • To be registered be an Electrical Spotter for all items, applicants must provide a current Licence to Perform High Risk Work for Dogging or Rigging

For the Electrical Spotter Course, trainees must have adequate English language skills to safely complete tasks relating to electrical spotting work, such as being able to:

  • Read and correctly interpret permits
  • Complete paperwork such as Safe Work Method Statements
  • Locate, read and interpret information in short simple texts, which may contain simple graphic or diagrammatic information
  • Communicate verbal and written information in a work or emergency situation
  • Locate, select and use simple mathematical actions and information in familiar real life activities or texts
  • Use some symbols and diagrams to communicate mathematically (I.e. draw simple diagram of the No Go Zone surrounding an asset)
  • Provide and gather factual information orally, sufficient to explain potential hazards or difficulties
  • Participate in short interpersonal exchanges
  • Use everyday language to provide information or maintain a conversation with others

Once competence is achieved, trainees will receive a Statement of Attainment.

Only those who meet the EnergySafe Victoria registration requirements will be registered as an Electrical Spotter and will receive an Electrical Spotter Card from EnergySafe Victoria (and as such will be authorised to perform spotting work).

  • A maximum of 12 trainees can attend this course
  • Trainees should wear safety shoes (and hi-vis clothing if they can)
  • For identification, trainees should bring a driver’s licence or passport
  • This course is delivered over 1 day face-to-face with a blend of classroom-based and practical activities
  • Trainees are expected to have read the Course Handbook prior to attendance which will be provided upon making a booking
  • Trainees must bring evidence that meets the Credit Transfer requirements for HLTAID011 Provide first aid.
  • Trainees will be assessed using a short-answer written test and a practical assessment involving the use of an overhead crane to shift loads
  • Verbal assessments will not be conducted for this course (please refer to the Language, Literacy and Numeracy requirements outlined above)

It is your responsibility to ensure that all of your qualifications maintain currency during your registration period. If your First Aid or CPR lapse, you need to complete them again prior to performing spotting work.
