Course Overview
This 5 Day WorkSafe-approved HSR Initial OHS Training Course is designed to enable Health and Safety Representatives (HSRs) and Deputy HSRs to understand and effectively exercise their powers and entitlements under the Occupational Health and Safety Act 2004 (Vic.). This HSR initial course will equip HSRs and Deputy HSRS with the confidence, skills and knowledge to represent their designated work groups and to help make their workplace safer.
Who can enrol into our HSR Initial OHS Training Course?
Our HSR Initial OHS Training Course is designed for HSRs and deputy HSRs, but the content of the course can be relevant for anyone interested in improving workplace safety. HSRs are vital to a wide range of industries from agriculture and mining to manufacturing, transport and retail, making the content of this Worksafe-approved course applicable to nearly every workplace.
HSRs and deputy HSRs should also note that Section 67 of the Occupational Health and Safety Act 2004 (Vic.), allows any elected HSR or Deputy HSR to select and attend a WorkSafe-approved training course in consultation with their employer (with the employer being responsible for the employee’s wages, course fees and other costs).

Course Details
What subjects are covered in our HSR Initial OHS Training Course?
HSRs and deputy HSRs are granted certain powers under the Occupational Health and Safety Act 2004 (Vic.) which allow them to represent a designated work group, and monitor and improve workplace safety. Our HSR Initial OHS Training Course covers a wide range of topics, including:
- OHS legislation and its relationship to HSR
- Workplace representation (including work group members in OHS risk management processes)
- Issue resolution
- Issuing a Provisional Improvement Notice (PIN)
Ultimately, HSR Initial OHS Training Course aims to provide HSRs and Deputy HSRs with industry-leading skills and knowledge on health and safety and their powers under legislation, helping them to better represent their designated work group.

HSR Initial OHS Training Course structure
Utilising a series of group-based role plays over 5 days, our focused curriculum covers legislative updates, tailored risk management strategies for a diverse range of workplace hazards, and an in depth revision of HSR entitlements. This also includes refreshing their legal rights, preparing them for OHS challenges and how to navigate employee/employer relations in the face of workplace safety obstacles. Upon completion, participants will receive a Certificate of Attendance.

Does my employer have to allow me to attend?
Section 67 of the Occupational Health and Safety Act 2004 (Vic.), stipulates that employers in Victoria have a legal duty to allow their HSRs and Deputy HSRs to undergo training with at least 14 days’ notice if they so wish. Employers are obligated to bear the expenses of the course and maintain the regular pay of their HSRs while they are attending the course.

WAM Training can work with any special training requirements of participants prior to course commencement and reasonable adjustments can be made for participants with impairments (e.g. vision, hearing, mobility etc.).

How many other participants might be at my course?
Whilst WorkSafe Victoria allows up to 20 participants in each HSR Initial OHS Training Course, we prefer to limit our group size to a maximum of 15. We are passionate about keeping our class sizes small so that you and your team receive the dedicated attention this course deserves.

Frequently Asked Questions
Under section 67 the Occupational Health and Safety Act 2004 (Vic.), all elected HSRs and Deputy HSRs who hold office are entitled to attend a HSR refresher course once per year in consultation with their employer. If you have your Certificate of Attendance from your original WorkSafe-approved 5 Day HSR Initial OHS Training Course, you might prefer to check out our 1 Day HSR Refresher OHS Training Course.
Our 5 Day HSR Initial OHS Training Course fee is $990 (Inc GST) per person. Employers are legally obligated to bear the expenses of the course and maintain the regular pay of their HSRs while they are attending the course under Section 67 of the Occupational Health and Safety Act 2004 (Vic.).
Provided you attend and participate in all 5 days, you’ll receive a Certificate of Attendance for the HSR Initial OHS Training Course.
WorkSafe Victoria requires that participants attend all 5 days before their Certificate of Attendance can be issued. If you need to miss a day or two, please let us know in advance so that we can arrange for you to attend any missed days at a later date. It’s important to note you have a maximum period of 6 months to get all 5 days completed.
The HSR Initial OHS Training Course isn’t about passing and failing. We want you to learn as much as you possibly can from the course. Arrive with a positive attitude and participate throughout each day to get the most out of your course.
