Overview
This WorkSafe approved course is designed to enable Health and Safety Representatives (HSRs) and Deputy HSRs to understand and effectively exercise their powers and entitlements under the Occupational Health and Safety Act 2004 (Vic.). This HSR Initial course will equip HSRs and Deputy HSRS with the confidence, skills and knowledge to represent their designated work group and to help make their workplace safer. Although HSRs are the primary audience, Managers, Supervisors, Health and Safety Committee Members and anyone with an interest in health and safety may also benefit from attending this course
Why complete this HSR Initial OHS Training Course?
Under section 67 of the Occupational Health and Safety Act 2004 (Vic.), an employer, if requested, must allow an elected HSR and elected Deputy HSR to attend a WorkSafe-approved HSR initial OHS training course on paid time, pay the course fees and any other associated costs. Section 67 also allows HSRs to choose the approved course they attend in consultation with their employer.
- Interpreting the OHS legislative framework and its relationship to the HSR
- Identifying key parties and their legislative obligations and duties
- Establishing representation in the workplace
- Participating in consultation and issue resolution
- Representing designated work group members in any OHS risk management process undertaken by the appropriate duty holder(s)
- Issuing Provisional Improvement Notice (PIN) and directing cessation of work
- Minimum 18 years of age

Course Details
How many participants will there be in this HSR Initial OHS Training Course?
Whilst WorkSafe Victoria allows up to 20 participants per course, WAM Training has a maximum group size of 15 so as to allow plenty of time for groupwork, discussions and a comfortable Trainer-to-Participant ratio.
Language, Literacy and Numeracy Requirements

What is the HSR Initial OHS Training Course outcome?
This course must be completed within six months of commencement. Participants must attend all five days to receive a Certificate of Attendance.
Additional HSR Initial OHS Training Course Information
- Under s67 of the Occupational Health and Safety Act 2004 (Vic.), Victorian Employers are legally obligated to allow their Health and Safety Representatives (HSRs) and Deputy Health and Safety Representatives (DHSRs) to attend training (provided the course start date is at least 14 days in the future), and must pay the course fees and their HSRs’ regular wages whilst they attend their course
- Health and Safety Representatives (HSRs) and Deputy Health and Safety Representatives (DHSRs) are entitled to choose their course in consultation with their employer
- This course is delivered over 5 days face-to-face and is classroom-based
- Participants should wear enclosed shoes
- For identification, participants should bring a driver’s licence or passport
