Course Overview
Mobile plant operating in the vicinity of powerlines must be observed by a Certified Electrical Spotter. WAM Training is endorsed by EnergySafe Victoria to conduct our Electrical Spotter Course, which results in registration as a Certified Electrical Spotter provided that the First Aid Credit Transfer Requirements and EnergySafe Spotter Registration Requirements are met as detailed below.
What Units of Competency are covered during the Electrical Spotter Course?
The Electrical Spotter Accredited Course 22597VIC Course in Workplace Spotting for Service Assets is made up of the following Units of Competency:
- VU23165 Observe and manage the safe operation of plant and equipment around overhead and underground asset
- HLTAID011 Provide first aid – Note that this unit is not delivered during WAM Training’s Electrical Spotter Course. Instead, you’ll need to show evidence of holding this unit before we can issue your certificate
Who can enrol into our Electrical Spotter Course?
To be eligible to enrol into our Electrical Spotter Course, you must:
- Be a minimum 18 years of age
- Have a valid USI (you can create one for free or look yours up at www.usi.gov.au)
- Be abe to meet the First Aid Credit Transfer Requirements detailed below
Experience working around mobile plant is preferred, but not essential.
It’s important that you’re able to speak English clearly and be able to understand and complete worksite documentation relevant to mobile plant operation.

First Aid Credit Transfer Requirements
The Unit of Competency HLTAID011 Provide first aid is not covered during our one day Electrical Spotter Course. Therefore, you’ll need to bring evidence of holding this unit already so that we can do a Credit Transfer. Evidence can be:
- An original Statement of Attainment issued by a Registered Training Organisation; or
- Your official VET Transcript
If you are unable to provide one of the above on the day of your course, that’s ok! You will have up to 60 days to complete HLTAID011 and provide us with the evidence accordingly (though we won’t be able to issue you with your Statement of Attainment or register you as an Electrical Spotter until then).
EnergySafe Spotter Registration Requirements
Only Trainees who are registered as a Certified Electrical Spotter with EnergySafe Victoria may perform spotting work. To be registered, Trainees must have evidence of holding:
- Current First Aid Training (HLTAID011 Provide First Aid issued within the last 3 years)
- Current CPR Training (HLTAID009 Provide cardiopulmonary resuscitation issued within the last year)
Traniees will also require at least one of the following:
- To be registered to spot an item of plant where no High Risk Licence class applies (I.e. excavator, scissor lift, etc.), applicants must provide Proof of Competency (such as a Plant Operator Card) in the operation of such plant (issued by an RTO)
- To be registered to spot an item of plant where a High Risk Licence class applies (I.e. forklift, slewing mobile crane, over 11m capacity boom lift), applicants must provide a current Licence to Perform High Risk Work for an item of plant
- To be registered to spot tip trucks, applicants must provide a Light Rigid class Heavy Vehicle Licence or greater
- To be registered to spot all items, applicants must provide a current Licence to Perform High Risk Work for Dogging or Rigging
Language, literacy and numeracy requirements
Trainees need to be able to speak English clearly, understand and complete worksite documentation, and explain and describe issues relating to working with mobile plant near powerlines and underground assets.
Our expert Trainers will guide and support you through the learning process, but it’s important to understand that the formal assessments are closed-book.

Frequently Asked Questions
Once you complete your Electrical Spotter Course, WAM Training will need to register you as a Certified Electrical Spotter with EnergySafe Victoria. This can only be done once you’ve met the First Aid Credit Transfer Requirements and EnergySafe Spotter Registration Requirements detailed on this page.
Our Electrical Spotter Course fee is $320 (GST Exempt) per person.
The main responsibility of an Electrical Spotter is to observe the operation of machinery near overhead and underground assets, and to warn the operator about their clearance. Additionally, electrical spotters:
- Are involved in the review of Safe Work Method Statements
- Participate in pre-start meetings
- Ensure the work area they are observing is safe and free from hazards
The Electrical Spotter Course takes one day, from 7:45am to 4:00pm. As soon as you make your booking, you’ll receive our Electrical Spotter Course Handbook which we recommend you study before attending.
It is important to note that you’ll also need to meet the First Aid Credit Transfer Requirements and EnergySafe Spotter Registration Requirements.
More often than not, when someone fails WAM Training’s Electrical Spotter Course, it’s due to not paying attention. Our highly experienced Trainers have worked with hundreds of Trainees to help them become competent electrical spotters. But at the end of the day, it’s up to you to pay attention and participate during your Electrical Spotter Course.
The registration period for electrical spotters with EnergySafe Victoria is 3 years. WAM Training recommends completing your Electrical Spotter Course before your registration expires. Don’t forget – you also need to ensure that both your First Aid and CPR training remains current whilst you perform spotting work.
