
From 1 April 2025, the Victorian Government, through AustRoads, has introduced a new national training framework for traffic management. As a result, WAM Training is no longer offering Traffic Control courses.
Why the change?
The previous Traffic Control course has been replaced by the Short Term Low Impact (STLI) Worker Course, which forms part of the Austroads National Training Framework. Under this framework, the STLI course can only be delivered by Approved Training Providers (ATPs) authorised by Austroads.
WAM Training made multiple proactive attempts to obtain clear information and guidance about these changes in the months leading up to their implementation. Despite our efforts, we were only formally advised of the full details and timing of the transition after the changes had already come into effect on 1 April 2025.
As a result, WAM Training was not afforded a fair or practical opportunity to communicate with our customers about our intended exit from Traffic Control training. We had planned to finalise our Traffic Control courses in accordance with the existing Austroads framework prior to the change — however, this was made impossible due to the timing of advice from the relevant authorities.
To be absolutely clear:
- WAM Training has not failed to comply with any training or registration obligations
- This change was not triggered by any performance, quality or delivery concerns
- The decision was driven entirely by a shift in regulatory framework, communicated to WAM Training only after implementation despite our multiple attempts over recent months to obtain information about the impending changes
This situation has arisen solely due to the timing and nature of external decisions made outside our control.
What happens with upcoming training?
WAM Training values the trust our customers place in us, and we understand that this unexpected change may place some of you in a difficult position. We have already contacted — or will shortly contact — all customers with bookings into our now cancelled upcoming Traffic Control courses to ensure you are supported through this transition.
What happens with previously issued Statements of Attainment?
WAM Training previously issued Statements of Attainment for the following units of competency:
- RIIWHS205E Control traffic with stop-slow bat
- RIIWHS302E Implement traffic management plans
The introduction of the Short Term Low Impact (STLI) Worker Course by Austroads has changed how these units are recognised:
- If you completed the units prior to 1 March 2024: You are permitted to work as a Traffic Controller in the Traffic Control industry for a period of three years from the date on your Statement of Attainment or before 1 March 2027 (whichever is earliest)
- If you completed the units between 1 March 2024 and 31 March 2025: You are permitted to carry out Short Term Low Impact (STLI) activities such as implementing Traffic Management Plans and using a stop/slow bat as an adjunct to your main job (e.g. water asset maintenance or earthworks crew) and this permission is valid for a period of three years from the date on your Statement of Attainment or before 1 March 2027 (whichever is earliest)
- From 1 April 2025 onwards: All new enrolments in Traffic Control training must be with an Austroads Approved Training Provider (ATP)

Where can I complete the STLI course?
The new Short Term Low Impact (STLI) Worker Course must now be completed through an Austroads Approved Training Provider (ATP).
